Latino Minrage grew up in Pemba, Mozambique and has a strong sense of calling to bring the hope of the Gospel to his country. He was impacted by growing up in a childrens home (The Dream Project) since he was 11 years old which heightens his appreciation for those that are willing to serve and bring hope to others. He began dreaming of what this could look like in 2012 and went to YWAM in 2014 for training and a degree to prepare for establishing a ministry. After a decade of being equipped and preparation, Latino moved to Lichinga, Mozambique in April 2024 to continue developing Visible Waves and pursue the vision the Lord gave him.
Community Development
Their overarching mission is to see lasting transformation throughout their region by sharing the Gospel, discipling new believers, providing education, and equipping leaders to return to their home villages as catalysts for change. By breaking generational cycles through spiritual and practical investment, they are raising up a new generation of leaders who carry hope, purpose, and the message of Jesus.
Their current approach centers on building meaningful relationships with people in the surrounding villages, recognizing that trust is foundational to long-term impact. This relational groundwork is paired with focused education and leadership development at their emerging training center. As leaders are equipped, they return to their communities to bring both spiritual and practical transformation.
Key Areas of Training
– Agriculture – Teaching sustainable practices to support local food systems and provide for families.
– Skills Development – Offering vocational training in areas such as manufacturing and craftsmanship.
– Small Business – Equipping individuals to launch and grow businesses that create economic stability and dignity.
They are already witnessing the fruit: many individuals have made the decision to follow Jesus and are now boldly sharing their faith with their families. The momentum is growing as transformed lives become testimonies to the power of the Gospel. In these early stages, the Lord has shown His faithfulness—providing resources, favor, and grace to connect with these incredible communities. Every step forward is a testament to His provision and the hunger of people longing for hope and renewal.
Infrastructure Development
To further their community development initiatives, there is a critical need to establish infrastructure and secure key resources. Latino has created a phased development plan that allows for continued community engagement even as infrastructure is being built. The long-term vision includes Visible Waves becoming financially self-sustaining through a variety of revenue-generating businesses—developed in parallel with infrastructure and training programs. This vision is already taking shape in the day-to-day work, as they faithfully press forward into the next phases of growth and impact.
Phase 1 and 2 are complete!
This included purchasing land, purchasing a van to generate revenue by providing taxi service, building a shed, digging a well, installing electrical service from the main road (1/2 mile away), building a fence, building a small building to host trainings until the larger building is built, growing the first crops, and hosting the first trainings.

The current goal is to complete Phase 3 in 2025 and determine the timing for additional steps from there. We are looking forward to next chapters of the story unfolding!
